At the heart of District 12, Toa Payoh is slated for a major transformation with the Toa Payoh Integrated Development, expected to be completed by about 2030. This 12-hectare development aims to bring together community, sports & recreation, healthcare, and retail in one seamless destination. Facilities include a 10,000-seat stadium, a 5,000-seat indoor sports hall, aquatics centre, a rejuvenated Toa Payoh Town Park, a polyclinic, library, fitness gym and courts for futsal, netball, tennis and table tennis.
Mount Pleasant New Housing Estate
Mount Pleasant, adjacent to Toa Payoh and bounded by the Old Police Academy site, Thomson Road and the Pan Island Expressway (PIE), is earmarked for new housing development. Over time, the Mount Pleasant area will deliver approximately 5,000 new homes including its first Build-To-Order (BTO) launch in October 2025 (some 1,500 units in that first tranche) and additional units in subsequent projects. The development will connect to Mount Pleasant MRT station (on the Thomson-East Coast Line), offering strong accessibility, and will incorporate nature, green elements, heritage character (e.g. old police academy site) to ensure a liveable, well-designed environment
Zoning Changes & Housing-led Land Use Adjustments
Some existing land parcels in Toa Payoh are being rezoned to support greater residential use. A notable change: a former school site at the intersection of Braddell Rise and Toa Payoh Rise has been rezoned from educational to residential. This will create high-rise housing on what was previously an unused or underutilised plot. These zoning adjustments are part of URA’s strategy to increase housing options in mature, central locations, making better use of brownfield sites. Proximity to Integrated Amenities: Properties near the future Toa Payoh Integrated Development will gain in convenience, prestige, and demand. New Housing Supply & Timing: Early phases of Mount Pleasant are likely to offer more competitive pricing or incentives. Being part of early BTO launches or developments can be rewarding in terms of capital appreciation, though one should consider timelines and possible disruptions during build-up. Transport Connectivity: The upcoming Mount Pleasant MRT station (TEL) will be a major draw. Similarly, existing MRT lines, proximity to major expressways (like PIE) and accessibility to Balestier/Bidadari, etc., will matter a lot in determining real estate value. Rezoning & Land Use Changes: Keep an eye on rezoning announcements, school-site conversions, and parcels designated for residential use.
