Overview
District 11 is a well-established residential district covering Newton, Novena, and Thomson. Known for its proximity to Orchard Road and the city centre, the district blends upscale living with excellent medical, retail, and educational facilities. It is popular with families, professionals, and expatriates who value centrality and convenience.
URA Master Plan: Health City Novena – A World-Class Integrated Medical Hub
Novena is being transformed under the Master Plan into a premier medical & healthcare precinct known as Health City Novena. Over approximately 17 hectares, the proposal seeks to significantly increase healthcare space from current levels, boosting it toward 600,000 sqm upon full completion by 2030. Components include expanded facilities at Tan Tock Seng Hospital, new specialised clinics, ambulatory care centres, intermediate care and greater integration with medical education & research.
Newton – An Urban Village with Character & Connectivity
Newton is to be developed as an Urban Village for the Community, featuring around 5,000 new homes clustered around Newton Circus, Scotts Road, and Monk’s Hill. The plan emphasises mixed-use zones so residents have access to amenities, transport, and green spaces right at their doorstep.
Enhanced Public Spaces & Green Connectivity
To improve liveability, the URA plan introduces new public spaces and green corridors. Monk’s Hill Road is to be converted into a linear park, enhancing pedestrian and cycling connectivity particularly between Newton MRT Interchange and Emerald Hill. There will also be a new “Village Square” next to Newton MRT to serve as a community node, linked to existing amenities such as Newton Food Centre.Improved Transport & Accessibility
Transport connectivity remains a key priority. The new neighbourhoods in Newton / Novena will benefit from close proximity to Newton MRT Interchange and other transport nodes. The plan also aligns improvements with the North-South Corridor (NSC), wider walking & cycling paths, and better linkages to Orchard Road, Emerald Hill and to the Inner Ring.
What to Look Out For in Real Estate
For prospective buyers, investors and developers, District 11 offers several compelling indicators under the new URA Draft Master Plan that may affect future value and desirabilityProximity to Healthcare Hub
Properties close to Health City Novena will likely see increased demand, especially from medical professionals, researchers, and health-sector enterprises. Availability of amenities, seamless accessibility, and prestige linked to medical clusters can drive premium valuations.Mixed-Use & New Housing Supply
The introduction of 5,000 new homes in Newton, plus mixed-use developments, means opportunities—but also potential competition. Early phase launches and developments near transport nodes may offer better value and capital appreciation.Timing & Phasing
Since much of the master plan is phased over time, early investment in areas earmarked for redevelopment or infrastructure upgrades (e.g. near planned public spaces, transport nodes) may yield higher returns.Properties in District 11
