URA Master Plan: Embracing New Homes & Inclusive Neighbourhoods

Bukit Timah Turf City, formerly the Turf Club racecourse, is one of the standout new neighbourhoods under URA’s Draft Master Plan 2025. Across 20-30 years, it's planned to accommodate approximately 15,000 to 20,000 new public and private homes—marking the first time in nearly 40 years that public housing is planned in the Bukit Timah area. The aim is to create a highly livable, inclusive estate, where housing options are sensitively integrated with natural features, heritage, amenities, and transport connectivity.

Accessibility, Mobility & “10-Minute Neighbourhoods”

Accessibility is a core theme. The new developments in Turf City are designed so that most residents will be within 10 minutes’ walk of an MRT station or good public transport node. Supporting roads will be upgraded to address traffic changes, especially along Dunearn Road, Bukit Timah Road, and Eng Neo Avenue. Emphasis is also on active mobility—walking and cycling paths will be well incorporated into neighbourhood design to reduce reliance on cars.

Green Spaces, Trails & Connectivity

The Master Plan emphasises weaving nature into daily life in D10. New and enhanced green networks will include parks in Bukit Timah Turf City, Holland Plain, and the expanded Bukit Timah-Rochor Green Corridor, as well as better connections via trails such as the Rail Corridor and Coast-to-Coast Trail. These interlinked green routes provide recreational opportunities and improve ecological continuity.

Sensitivity & Phased Development

Development is not done all at once. Turf City is to be rolled out in phases, starting with parcels closer to transport nodes for better integration. URA emphasises sensitive urban design: building heights, setbacks, preserving sight lines; tailoring building intensity to surroundings (heritage, nature, existing low-rise).

For real estate investors and homeowners, the transformation of District 10 presents significant opportunities. The introduction of large-scale mixed housing at Turf City, coupled with improved transport links and lifestyle amenities, will enhance long-term property values in the area.
