URA Master Plan 2025: Transforming a Prestigious District

District 9, encompassing Orchard, River Valley and Tanglin, is set for a transformative rejuvenation under URA’s latest Draft Master Plan. Already one of Singapore’s most prestigious districts, the area is evolving into a vibrant live-work-play hub that balances luxury urban living with green spaces and cultural experiences.

Reimagining Orchard Road

A key focus is the revitalisation of Orchard Road. Moving beyond its reputation as a premier shopping destination, Orchard is being repositioned as a lifestyle and cultural belt. This will bring in curated F&B concepts, arts and entertainment, and outdoor experiences that appeal to both residents and visitors.

Paterson Precinct – A New Integrated Cluster

Complementing this, the Paterson precinct, located at the Orchard MRT interchange, will be developed into an integrated cluster with residential, retail, office, and public spaces—all seamlessly connected through pedestrian-friendly walkways and cycling routes.

Expanding Green and Public Spaces

Greenery and public spaces will also take centre stage. Orchard Road will be enhanced as part of a continuous green urban corridor stretching from the Botanic Gardens to Dhoby Ghaut. Plans include linking and expanding parks such as Dhoby Ghaut Green and Istana Park, alongside improved tree-lined boulevards, elevated pedestrian links, and expanded cycling networks. These enhancements aim to create a more walkable and sustainable environment for the community.

Diversified Land Use and Redevelopment Potential

In line with Singapore’s vision for a dynamic Central Region, land use in District 9 will also be diversified. Older plots along Orchard and River Valley will be given new redevelopment potential with mixed-use zoning, combining commercial, retail, office, and residential functions.
