District 1 forms the very heart of Singapore’s Central Business District (CBD). Renowned for its iconic skyline and status as the country’s financial hub, it is also home to some of the most luxurious waterfront developments in Singapore. The district draws both global investors and professionals who prioritise prestige, accessibility, and the convenience of being right at the centre of business and lifestyle activity.
URA Masterplan 2025: Rejuvenating Our Downtown
The “Rejuvenating Our Downtown” initiative envisions Downtown Singapore evolving into a mixed-use district that’s globally competitive and locally welcoming. It aims to balance its role as a financial and business centre with enhanced livability, culture, recreation, and public spaces.
Our Downtown: A Place for All
Over decades, areas such as the “Golden Mile” and “Golden Shoe” have been transformed, and today Downtown is not just a commercial core, but an area with growing city-living options and lifestyle variety. The goal is to expand its appeal beyond work—bringing in recreation, arts, food, culture—so people want to live, work and spend leisure time here.
Enhancing the Global and Financial Hub
Older parts of the CBD like Raffles Place and Tanjong Pagar will be refreshed: re-use or redevelopment of sites, improved pedestrian connectivity, more vibrant public spaces and amenities. Marina Bay and Beach Road areas are planned to grow with a mix of Grade A offices, hotels, distinctive homes and enhanced leisure offerings. Examples include new through-block links, underground pedestrian connections, adaptive reuse of older buildings, and more serviced residences, sky terraces, rooftop farms. Green spaces will be expanded and improved—parks, promenades, gathering/event plazas—to provide retreats, shade, and space for community events. Raffles Place Park and a new park between Asia Square and Marina One are among key projects.
Boosting Business, Tourism & Wellness Appeal
More meeting, incentives, conventions & exhibitions (MICE) facilities will be developed to strengthen Singapore’s role in international business events. The Marina Bay Cruise Centre will see enhanced operations (the Disney Cruise Line making Singapore a first year-round home port in Southeast Asia from 2025). The Marina Bay Sands expansion will feature a large entertainment arena plus expanded MICE facilities. There is also a plan for a “Wellness Attraction” at Marina South to help position Singapore as a destination for urban wellness.
Shaping a Loveable Mixed-Use District
The Anson-Tanjong Pagar area is to be developed into a more human-scaled neighbourhood: over 1,100 new homes, cosy streets and plazas, retail and dining options, sheltered walkways, cycling paths—supporting community, connectivity and comfort.Several mixed-use developments under the CBD Incentive (CBDI) scheme will integrate office, residential, food & beverage, public spaces and connectivity enhancements—examples include One Bernam, Newport Plaza, The Skywaters, and more. Public spaces for gathering, repose, events are emphasised—courtyards, squares, plazas, rooftop gardens.
Activation, Nightlife & Partnerships
Initiatives to animate the precincts with events, arts, culture, dining, nightlife: e.g. night markets/festivals, waterfront al-fresco dining, night cycling, occasional road closures for street-life. Pilot Business Improvement Districts (BIDs) such as Discover Tanjong Pagar, Marina Central, Raffles Place Alliance, and Singapore River One will help bring community and business groups together to organise events, enliven spaces, and create precinct identity. Short-term uses of spaces are also being explored, using feedback from the Recreation Master Plan, such as pop-up F&B, retail, lifestyle pop-ups and sports uses while longer-term facilities are developed.
