URA Master Plan 2025: Greater Southern Waterfront Plan (GSW)
The Urban Redevelopment Authority's (URA) master plan for the Harbourfront and Telok Blangah area is centered on its integration into the larger Greater Southern Waterfront (GSW) transformation. Key projects include new residential developments on the former Keppel Club site, enhanced connectivity, and the creation of more green and recreational spaces.
Long-term vision
The developments in the Harbourfront and Telok Blangah areas are an early and crucial part of the Greater Southern Waterfront project, which will unfold over the next 40 to 50 years. This initiative aims to extend the city center and create a seamless environment for living, working, and playing along the coast.Keppel Club redevelopment
The former Keppel Club site is being transformed into a new residential precinct with approximately 9,000 new homes, including 6,000 public and 3,000 private units. The first private residential site in this area, along Telok Blangah Road, was released for sale in June 2025. The new precinct is designed to be car-lite and is well-connected to Telok Blangah and Labrador Park MRT stations on the Circle Line.
Connectivity
A major focus of the master plan is to enhance connectivity and create a seamless network of green and recreational spaces. Waterfront promenade: A continuous waterfront promenade will be developed to connect various points of interest along the Greater Southern Waterfront. Pasir Panjang Linear Park: The upcoming Pasir Panjang Linear Park will connect West Coast Park to Labrador Nature Reserve, offering park users views of the port. Funicular system: A new funicular system is being explored at Mount Faber to improve visitor access from the foothills to the hilltop and cable car station. Southern Ridges: Connections are planned to link the waterfront to the hilltops, integrating with the existing Southern Ridges.Port relocation and redevelopment
City Terminals: The Tanjong Pagar, Keppel, and Pulau Brani terminals are being moved to Tuas by 2027. This shift frees up significant land for redevelopment in the Harbourfront area. Harbourfront Centre: The passenger terminal at Harbourfront Centre was slated for relocation in late 2026, paving the way for the redevelopment of the main building. Pulau Brani: This island, currently a port terminal, will be redeveloped into a recreational destination with new attractions.Telok Blangah specific projects
Government Land Sales (GLS) site: The Telok Blangah Road GLS site, which can yield up to 745 residential units, was launched for tender in 2025. It is the first private residential site to be released in the Greater Southern WaterfrontLifestyle & Amenities
